probably a cheapo circuitboard, chinese, 1.00 an hour build quality. aside from that probably usable, save your money and buy a real amp. also, i can guarrantee that it'll come with bullshit tubes and probably need a better set (4 el34s and 4 12ax7s will set you back about 100 bucks at the least unless you buy some bullshit tubes)
for this price range you can pick up a used red bear, a sovtek (easy to mod), 50-100 watt plexi style traynors, several of the silverface fenders if you're lucky, plexi style univoxes, carvin x100b's, and a myriad of other useable tube amps. peavey's build quality is just sub-par (and that's being nice) not to mention that almost none of their amps sound very good stock.
i'm sure one of your local music stores will have one soon and try to pawn them off on younger guitar players cause of the price range. i wouldn't bite.

i was assuming that you were considering purchasing a windsor. the windsor and 5150 are completely different amps. that being said if you're doing the grindcore thing stick with the 5150 and buy a good noise gate.

good quality noise suppressor. the only reason most people don't use the high gain sounds on the stock 5150s are the noise and build quality issues. with a good set of tubes and biasing, they're workable high gain amps.
if you're getting just TONS of noise, you might want to try some lower gain preamp tubes or some microphonic guitar pickups. are you still playing that iceman?

i'd say find that amp and play it for your self..... i don't know what the price that amp is, but if it's cheap enough even if it sounds like shit, it'd be a good slave, heh....
I still stand behind peavey 100% and i'm sure that it doesn't sound like complete shit... but i definatly wouldnt recomend buying it without playing it first.
5150's are still one of the greatest amps ever made, hands down.

5150's are the least versatile amps on the planet though. that's really their biggest shortcomings. the high gain sounds are simply not enough to warrant the average working guitarist/writers needs. for metal players in particular it's gain sounds are certainly high gain enough to warrant using though.
the windsor JUST came out, i don't know anywhere very close to here that has them. nick, did you see it in a store or just reading about it online? i'd NEVER buy an amp without playing it a bit first. what works for one dude is shit for the other and viceversa.
